Baseline EMR Requirements
The Government of Manitoba’s baseline requirements (functional and non-functional) include the fundamental clinical and administrative features and data elements considered the ‘must haves’ to support a primary care or community specialty practice.

eChart Manitoba Context-Sensitive Launch Interface
The launch button securely connects the clinician to information within eChart Manitoba, the province’s electronic health record (EHR), in the context of the current patient record being viewed within the EMR. Considered an essential support by clinicians in the province, eChart Manitoba pulls together information from many existing systems in Manitoba including filled drug prescriptions, laboratory results, immunizations and x-ray reports. Authorized health-care providers can view important health information to support provision of quality patient care when needed.

eHealth_hub
eHealth_hub is a Shared Health Business Service that coordinates electronic delivery of information between systems using a Manitoba Certified EMR. Individual certification against a variety of components is available based on customer needs, including:
Lab results – enables the secure and reliable electronic delivery of laboratory results to the Certified EMR Product from the Laboratory Information System of Diagnostic Services, Shared Health to authorized health-care providers. DI results – enables the secure and reliable electronic delivery of diagnostic imaging reports to the Certified EMR Product from Manitoba’s Radiology Information System (RIS) to authorized health-care providers.

Home Clinic Enrolment Service – provides a secure method for EMR users within registered primary care Home Clinics in Manitoba to submit enrolment data, receive real-time validation responses to enrolment and retrieve timely remediation messages from within the Certified EMR Product. Home Clinic Client Summary Service* – provides a secure method for registered primary care Home Clinics to submit enrolled patient key health information from a Certified EMR Product for the purpose of producing a standardized Client Summary document. Home Clinic Client Summary documents are stored in eChart Manitoba in the Clinical Document tab in the Primary Care Home Clinic folder and are accessible to authorized health-care providers in support of direct patient care. Immunization Query Service – provides a secure integration between EMRs and Manitoba’s Public Health Information Management System (PHIMS), providing on-demand access to immunization information. The service provides the ability for an EMR user to generate a search from a specific patient record in the EMR and view that patient’s immunization history from PHIMS. Primary Care Quality Indicator Reminders and Data Extract
Manitoba has adopted a set of Primary Care Quality Indicators (PCQIs) established by the Canadian Institute of Health Information (CIHI). This set of PCQIs includes indicators related to preventative care and to a select group of chronic diseases. Based on these indicators, Certified EMR Products will prompt clinicians when their patients are due or overdue for care. These clinical reminders have proven to result in improved patient care. Certified EMR Products will enable collection and extraction of data required to evaluate primary care quality in these areas. Clinics will submit this data to Manitoba and, in return, receive a series of valuable reports based on analysis of their data to support continuous quality improvement in patient care and EMR data quality.

Interprofessional Team Data Extract
The Interprofessional Team Data Extract collects encounter-based data for patients seen by a non-physicianhealth provider. This data extract supports provincial initiatives, and enables those workingin interprofessional team settings to understand the scope of work and impact of those resources.
